DOVER CONSULTING SERVICES, INC, founded more than 25 years ago by Phil McGinnis, appraises all types of properties, including retail, offices, industrial, bulk land, and single family residential.
Dover Consulting has appraised complicated and unique properties, property tax appeals, full and partial takings for eminent domain cases, easements, denied access, and estate cases.
Our expertise in agricultural properties includes improved and unimproved farms, and preservation easements and development rights.
We have been accepted as expert witnesses in all Delaware courts, as well as U S District Court, and we have testified in cases including eminent domain, bankruptcy, property damages, and property settlements.
The company also offers consulting and other services such as feasibility analyses and market studies.
Our staff is certified under the Federal Title XI to do appraisals, and is experienced in appraising in the entire state of Delaware, and the state of Maryland. We conform as required to the Uniform Standards of Professional Appraisal Practice.

Philip J McGinnis, CCIM, GAA, ACoM, ALC, e-PRO, founded the company, and appraises all types of properties. McGinnis is a graduate of Lehigh University, Delaware State University, and has earned a number of professional designations, while continuing to work on others. An affiliate member of the Appraisal Institute, McGinnis is a founding member of the National Association of REALTORS® Appraisal Section. Active in the Kent County, the Delaware, and the National Associations of REALTORS®, McGinnis is a past member of the Delaware Council On Real Estate Appraisers, the state regulatory committee, and served as chair for five years until 2002

Charles H ("Chick") Darrell joined the company in 1991, and specializes in commercial real estate valuation and consulting. Mr Darrell received a BA degree in Economics from Washington College, in Chestertown, Maryland, in 1969. He has been a Certified General Real Property Appraiser in Delaware and Maryland since 1991, and a Maryland licensed real estate sales person since 1978.
